MEO Class II Preparatory Course
MEO Class II preparatory course is a post-sea competency course that covers various topics over a duration of four months. This course is approved by DG Shipping and gives certification according to STCW 2010. The MMD (Mercantile Marine Department) conducts the MEO Class II Part B exam at Chennai, Kochi, Mumbai, Kolkata and Kandla. The course fee can vary in the range of INR 8000 – INR 10,000 depending on the institute.
Candidates who are eligible from the NCV and Foreign Going streams for this sector would have to pass Part A examination (MEO Class II) on their own without the aid or preparatory courses at any phase that is appropriate for them. After completion of the needed sea service, these candidates will need to attend a preparatory course for a duration of four months before sitting for MEO Class II SEO NCV Part B exam.
Once candidates complete the MEO Class II course successfully, he will qualify to attend MEO Class II Part B exam, which is held by the Chief Examiner of Engineers. By the end of this course, the student would have acquired the needed knowledge and skills to successfully clear the oral as well as written parts of the Part B exam. The skills and knowledge that they gain will help them greatly in their professional shipboard career.
What Is Covered Under MEO Class II Course?
This course trains candidates who want to appear for MEO Class II Foreign Going Certificate of Competency exam. It covers a portion of the training and education needed under amended Regulation III/2 of STCW 78. The aim is to meet the competence standards as mentioned in the amended Annexure 1 Table A (STCW 78 III/2).
Eligibility Criteria
Candidates who want to pursue MEO Class II preparatory course must have at least 12 months of approved sea-going service as engineer officer or assistant engineer officer responsible for an engineering watch and 240 days of propelling time. They should have their Marine Engineering Officer Class IV (FG) Certificate of Competency (CoC) – an officer in charge of engineer watch. It is also mandatory for the candidates to have an INDOS Number.
Document Checklist
A few documents should be submitted to qualify for the MEO Class II preparatory course. Candidates need to submit a self-attested copy of each of these documents by arranging them in a particular sequence. They should also produce the original documents for verification at the time of document submission. Here’s a list of document copies that need to be submitted for MEO Class II Part A Exemption and MEO Class II Part B Examination.
- CDC, including relevant sea service pages
- First and last pages of passport
- INDOS certificate relevant to Engineering field
- MEO Class IV Competency Certificate
- Original letter of sea services issued by RPSL or the vessel owner
- Sea service testimonials that indicate propelling time and article time
- Form 3A or Article of Agreement (applicable only for Indian flag vessels)
- Preparatory course copy
- Seafarers profile
- Valid medical fitness certificate approved by a DGS doctor
- Proof of fees paid
